No Atomic Bomb Plans Here

Clearly, I need to learn more about how web site traffic referrals work. In analyzing my logs, occasionally I will see listed there a referring site (a site that supposedly sent one or more visitors to my site) that seems unlikely to have actually posted a link to us. For instance, this morning the International Atomic Energy Agency shows up as having sent 42 visitors here. When I go to the IAEA site, I cannot find any link to or mention of us. Can someone explain to me what is going on in instances like this? (Not that I mind the traffic--just wondering why the IAEA would 1. give me the publicity, and 2. think Golf in the Year 2000 would be of special interest to United Nations bureaucrats and atomic energy wonks.)
