Shouldn't There Be An Exception for 'Mars Bar' and 'Milky Way' Ads?

What was that science fiction novel that featured satellites orbiting the earth bearing huge lighted advertising signs? That scenario is not to be, if the FAA has its way. According to this story the federal agency wants to ban obtrusive advertising in space, defined as advertising "that is capable of being recognized by a human being on the surface of the Earth without the aid of a telescope or other technological device." As the story's writer puts it, "In other words, if you look up at the night sky, you shouldn't see an ad for Calvin Klein underwear in between the moon and the Big Dipper."
